Software Asset Management

At-A-Glance Software Asset Management entails the managing of software for computers from requirements to acquisition through installation and sustainment and finally disposal. While no one organization in the Marine Corps does it all, SAM performs a variety of roles throughout the software’s life cycle.
SAM provides the Marine Corps with the ability to discover and evaluate computer assets on the MCEN in near real time in order to determine IT configuration, software usage, hardware inventory, and numerous other metrics.

Defining Asset Requirements - To assist with inventory control, the Marine Corps Asset Requirements System (MARS) is used to define future IT hardware requirements and enable the Marine Corps to manage and approve requirements prior to feeding them into an ordering tool, NMCI Enterprise Tool (NET), which feeds E-Marketplace.

Application Reporting & Analysis - Applications Reporting Tracking System (ARTS) captures and reports application data as it relates to the testing and approval process for use on DoN/Marine Corps computers.

Automated Asset Discovery - The Marine Corps operates a commercial tool named BelManage throughout the Enterprise. This automated discovery tool consists of two parts, the client portion (aka BelMonitor) which is an agent program that can be installed on any desktop, laptop or server that uses Windows or Linux for its Operating System (OS). This client, once installed, then transparently executes a hardware/software inventory every 1-2 days of the computer it resides on. This inventory is then transmitted to the server portion of BelManage which is located at Quantico, Virginia. This server software collects all of these client inventories and stores them in a central database. There is a web interface where approved users can then view this inventory data.

Application Reporting and Tracking System (ARTS) : (Requires CAC) ARTS enables both the Navy and the Marine Corps organizations to handle release processes in a similar manner and centralizes key information from the Integrated Solution Framework Tools Database (ISF Tools), and DoN Applications and Database Management System (DADMS). It also automates several processes and provides an easily navigable site for the applications process.
BelManage : (Requires CAC) BelManage's WAN architecture allows users to simplify and automate the management of all of their desktops, servers and laptops throughout the world, using a single database and Intranet server. BelManage automatically creates an accurate and up-to-date central repository (CMDB), consisting of detailed software, hardware and security configurations.
eMarketplace (eMp) : (Requires CAC) Allows NMCI clients to initiate orders for NMCI products and services. Clients are able to create, maintain and manage order requests using state-of-the-art e-commerce functionality, along with reporting, invoicing and order tracking features.
Marine Corps Asset Requirements System (MARS) : (Requires CAC) The Marine Corps Asset Requirements System (MARS) application collects, analyzes, and reports on Marine Corps information technology assets and services. The application uses Total Force Structure Management System (TFSMS) data from the Tables of Organization and Equipment (T/O&E) as the basis for determining and prioritizing IT seats and other service requirements. A Service Delivery module has also been added to provide the end user the ability to compare NMCI Enterprise Tool (NET) data to actual asset reporting data from the BelManage automated asset discovery service.
