ENVIRONMENTAL COMPLIANCE

PM Ammo has expanded its capability to support environmental impacts of ground ammunition acquisition and the impacts of ranges and training operations.  Support to Marine installations on the following topics are available:

Environmental Compliance Evaluations (ECEs) PM Ammo evaluates compliance with environmental and explosives safety requirements at each Marine installation on a 3 year basis as part of the ECE program.  PM Ammo is considering increasing the scope of the ECE to include Military Munitions Response Program (MMRP) requirements as well as taking the opportunity to provide training to installation personnel on environmental and explosives safety issues.  Installation personnel and/or organizations typically evaluated by PM Ammo during an ECE include:

  • Hazardous Waste Manager,
  • Explosive Ordnance Disposal (EOD),
  • Ammunition Supply Point (ASP),
  • Range Management/Range Control,
  • Qualified Recycling Program (QRP), and
  • Defense Reutilization and Marketing Office (DRMO)

Military Munitions Rule (MR)
PM Ammo monitors compliance with Munitions Rule requirements as part of the ECE program.  PM Ammo also provides MR training on request to Marine installations.  The training can be tailored to suit the individual base and personnel in attendance.  Topics typically covered during MR training include:

  • Identifying waste military munitions,
  • Storage and transportation of waste military munitions,
  • Environmental compliance for EOD, and
  • Designated Disposition Authority

Designated Disposition Authority (DDA)
In compliance with the Military Munitions Rule, PM Ammo hosts the Designated Disposition Authority (DDA).  The purpose of the DDA is to assist in the management of military munitions, minimize the generation of waste munitions, and increase the beneficial use of unserviceable munitions.  The DDA provides instructions for disposition of unserviceable and waste military munitions and can assist in management of amnesty and civilian ammunition.  The DDA can be contacted at 703.432.3157, DSN 378.3157, or email: dda@usmc.mil

Military Munitions Response Program (MMRP)
A new DoD program has been implemented to manage the cleanup of unexploded ordnance and discarded military munitions on non-operational ranges.  Since the MMRP has associated environmental regulations, PM Ammo is planning on increasing the scope of the ECEs to include MMRP sites on Marine Corps installations.  PM Ammo provides several different type of support to the Marine Corps MMRP program including:

  • Approval of MMRP Explosives Safety Submissions (ESSs),
  • Incorporation of the MMRP into the ECE program,
  • Technical review of work plans for MMRP,
  • Approval of After Action Reports, and
  • Quality Assurance checks for funding prioritization of MMRP sites.

MPPEH/AEDA/Range Residue
Management of Material Potentially Presenting an Explosive Hazard (MPPEH), formerly known as range residue or AEDA, has been formalized by new DoD Policy, DDESB Standards, and OP5 requirements.  PM Ammo has incorporated MPPEH requirements into the ECE program.  PM Ammo provides technical review of MPPEH management during review of ESSs and during operational range clearance operations, on request.

Emerging Contaminants (Tungsten/Perchlorate)
PM Ammo provides a critical link between the environmental community and the acquisition and range communities to address emerging contaminant issues such as tungsten and perchlorate.  PM Ammo assists in developing DoD policy for management of munitions that contain emerging contaminants.  PM Ammo also provides support to acquisition and range management strategies for munitions that contain emerging contaminants.
