Purchase Request Builder (PRBuilder)

Description

Purchase Request Builder is a web based enterprise system used by the Marine Corps to electronically generate, track, and process purchase requests from anywhere in the world where Internet access is available. The system has an organizational structure with role based workflows that streamlines the procurement process to personnel involved in the day to day fast paced world of requirements gathering. PR Builder interfaces with the Standard Procurement System (SPS), Universal Interface (UI) and the Marine Corps accounting system, Standard Accounting and Budget Reporting System (SABRS) which automates the commitment process for goods and services purchased utilizing contractual and noncontractual requests. In addition to creating, routing, reviewing and approving requests, some of PR Builder’s features include:

• E-mail Notifications: Users are notified of actions taken on a purchase request by email, users are updated of document status via this feature.
• Funding Authorization and Commitment Information: The Fiscal/Financial community can utilize a Financial Information Pointer (FIP) sent to SABRS (real time) interface to establish the commitment, capture the Line of Accounting (LOA) then return the committed LOA from SABRS to PR Builder.
• Tracking Log: All historical data related to a purchase request is stored electronically. The "Tracking Log" also shows the current real-time status of a purchase request.
• Customizable Workflows: Enhanced workflow administration that allows more approval thread flexibility across USMC commands/activities. Units can establish different workflows or approval threads for routing purchase requests based on local business processes.
• Organizational Shared Access: Access to organizational documents and cabinets. Users' ability to have multiple user roles across different organizations, take ownership feature.
• Document Attachment: Users can upload documents (i.e. SOW, product descriptions, etc.) with their purchase requests. The attachment is available to all members of the workflow. J&A templates are available for users to download in the current version of PBR, these can be uploaded back as an attachments.

Operational Impact

PR Builder is the front-end application to the seamless e2e eBusiness acquisition architecture for the Marine Corps. The Marine Corps relies heavily on PR Builder for interfacing the request information to SABRS via the UI, where the commitment is posted, as well as interfacing the request information to SPS for creating contracts.

Program Status

Fielding status across the Marine Corps - Version 4.2 is currently deployed USMC wide. Version 4.3 is scheduled for an early FY10 release.
