Standard Procurement Systems (SPS)

Description

The Standard Procurement System (SPS) is a software application that provides the user with a set of software functions to create, administer and track contract actions through the acquisition cycle. Unlike other legacy systems built to serve specific Department of Defense (DoD) communities, SPS has incorporated the flexibility to meet all DoD procurement functions. SPS does not, however, dictate all the steps necessary to complete the procurement process. The Standard Procurement System (SPS) is an automated contracting system that standardizes procurement processes across the DoD.

Used by more than 900 USMC contracting professionals in FY09 to purchase over $5.5 billion in goods and services with more than 26,900 award actions.

  • Based on industry best practices cornerstone of DoD’s end-to-end acquisition process
  • Used in a mobile, forward - deployed version (SPS - Contingency) in support of contingency missions worldwide
  • First department-wide standard business system in DoD
  • America’s warfighters get what they need, when they need it, faster than ever
  • Establishes and enforces sound acquisition principles, directly supporting DoD’s goals for financial management
  • Establishes the framework necessary for senior leadership to use business intelligence tools in direct support of logistics, acquisition, and financial management

Operational Impact

SPS supports the contracting community in each phase of the procuremnet process, to include pre-award, award, post-award and reporting. SPS interfaces with other eBusiness systems such as EDA-NG and the Standard Bugeting Accounting Reconciliation System (SABRS). EDA-NG serves as a data wharehouse for DoD contract actions and interfaces with WAWF. SPS provides a seamless interface throughout the entire acquisition process and reducing man-hours dynamically through these various interfaces.

Program Status

Fielding status across the Marine Corps - Version 4.2.2 SR08b is fielded USMC Wide. SR10a will be deployed in late Q1 FY10 and expect one service release per year.
