MISSION

     The mission of the SBIR Program Office is to fund new technology research and development by small businesses, to facilitate contractual requirements and to assist the sponsor program office with the transition of new technology into the programs of the United States Marine Corps. 

APPROACH -  A Three-Phase Program

     Phase I:  Feasibility Study

     The purpose of Phase I is to evaluate the scientific, technical, and commercial merit and feasibility of ideas submitted under the SBIR program.  The Phase I period of performance is not to exceed 6 months and base awards are typically no more than $70,000 with a $30,000 option (3 month period of performance).

     Phase II:  Research and Development

     Phase II is typically a demonstration phase in which prototypes are built and tested.  Only Phase I winners are invited to participate in Phase II.   The Phase II period of performance is not to exceed 24 months and base awards are typically no more than $600,000 with a $150,00 option (6 month period of performance).

      Phase III:  From Laboratory to the Marketplace

     Phase III is the commercialization stage and the ultimate goal of the SBIR program.  It refers to work that derives from, extends, or logically concludes efforts performed under prior SBIR funding agreements.  It can be funded by the commercial sector or government sources other than the SBIR Program.  No further competition is required for a Phase III award as the competition requirements are satisfied in Phase I.  Phase III work may be for products, production, services, R&D, or any combination thereof.  There is no limit on the number, duration, type, or dollar value of Phase III awards and the small business size limits for Phase I & II do no apply.

ELIGIBILITY

     Each bidder must qualify as a small business for research or research and development purposes.  A small business concern must meet the following qualifications:

• be American-owned and independently operated,

• principal place of business is located in the United States,

• at least 51% owned or in the case of a publicly owned business, at least 51% of its voting stock is owned by U.S. citizens or lawfully admitted permanent resident aliens,

• no more than 500 employees.

     Although non-profit concerns are ineligible for SBIR awards, they can be subcontractors to a small business.      

     Eligible firms may participate in the SBIR Program by first visiting DoDSBIR. DoD posts solicitations at dodsbir.net four times per year inviting firms to submit proposals for the topic or topics listed.   Selections are than made and successful firms are awarded a Phase I contract.   At the completion of Phase I, typically one firm is invited to submit a proposal for Phase II.  The successful completion of Phase II can lead to a Phase III award.

PROGRAM OVERVIEW

     The SBIR Program is a mission-oriented Science and Technology program with the goal of transitioning SBIR innovative concepts and technology into Department Of Defense (DoD) systems.  The SBIR Program provides small businesses with an opportunity to engage in federal Research and Development (R&D) with the potential for commercialization in the private sector.

     The Program funds early-stage R&D projects at small technology companies -- projects which serve a DoD need and have the potential for commercialization in private sector and/or military markets.  It is a highly competitive program that encourages small business to explore their technological potential and provides the incentive to profit from its commercialization. By including qualified small businesses in the nation's R&D arena, high-tech innovation is stimulated and the United States gains entrepreneurial spirit as it meets its specific research and development needs.

     The DoD Program, funded at approximately $1 Billion in FY 2004, is part of the larger $1.6 Billion federal program administered by ten federal agencies.  

          The SBIR Program emphasizes four major objectives:

1. Stimulate technological innovation,

2. Strengthen the role of small businesses in meeting federal research and development needs,

3. Foster and encourage participation by minorities, disadvantaged persons and women in technological innovation, and

4. Increase the commercial application of DoD-supported research or research and development results.
